President Roosevelt agrees with Secretary of War Taft regarding the tariff and employee negligence. Secretary of State Elihu Root has not said anything concerning Taft’s travels to Siberia or Japan, and Roosevelt suggests Taft make plans to go. He asks if Taft can meet on Tuesday with Root. Later, the president wants to meet separately with Taft.

President Roosevelt asks that Cecil Spring Rice give his regards to Lord Henry Charles Keith Petty-FitzMaurice Lansdowne. Roosevelt writes at length about the current state of international affairs and of relationships between different nations. He feels that it is not in Japan’s interest to extend the Russo-Japanese War for another year and explains his actions in pressing for peace negotiations between the two powers. Roosevelt also discusses his efforts urging the United States to interpret the Monroe Doctrine in an active way and remarks upon the recent death of Secretary of State John Hay.

Ambassador Meyer is reporting to President Roosevelt the state of affairs in Russia after having found St. Petersburg quiet. Meyer traveled throughout Russia, Poland, and the Ukraine. The letter examines the situations in many different cities and other topics including removing Jews from Russia, revolution and revolutionaries’ tactics, a pheasant shoot, military escorts, history, travel, and Russian construction quality.

John Muir writes that the first part of the trip in the Sierra with Theodore Roosevelt was the best. The letter Roosevelt gave Muir made things easy in Siberia and Manchuria. Muir traveled along through India, Egypt, Australia, New Zealand, and the Philippines. What Muir saw in the Philippines made him proud of his country. Muir believes Roosevelt will be elected.

President Roosevelt introduces John Muir and Charles Sprague Sargent. Their work has “done credit to America” and they are visiting Siberia to study the natural features of the land. Roosevelt requests that Ambassador McCormick do all he can to help Muir and Sargent.

Kermit Roosevelt thinks that John T. McCutcheon’s Far East trip sounds interesting. The Soviets are reluctant to provide American visas, and Roosevelt cautions that arranging for a crossing of the Gobi Desert or Siberia will be difficult. He offers to write letters on behalf of McCutcheon.

The headmaster at Groton School, Sherrard Billings, writes to President Roosevelt in request of a circular letter to use during his travels in Europe. Billings offers to deliver confidential messages from Roosevelt and conveys that Roosevelt’s sons, Theodore and Kermit, are well.

Paul Niedieck informs President Roosevelt that he and Captain Charles Robert Eustace Radclyffe completed their journey to Kamchatka, Siberia, and Alaska. Niedieck is close to completing a book on his travels and asks if he might dedicate the book to Roosevelt.
