President Roosevelt deeply treasures his acquaintance and his correspondence with Yamei Kin. Roosevelt gives Kin permission to show anyone this letter and to speak of his fondness for her. He requests that Kin show this letter to Ambassador William Woodville Rockhill. In turn, he will submit her letter to Dr. Lyman Abbott and the State Department for he feels the contents of her letter are quite valuable.

President Roosevelt thanks General Wood for the note and telegram, and comments how greatly he enjoyed seeing Wood briefly. Roosevelt found that he already dismissed Consul Daniel S. Kidder for drunkenness after receiving a report from Ambassador William Woodville Rockhill. He will ask the War Department to recommend the one-year reenlistment plan to Congress.

Letter from Theodore Roosevelt to George C. Perkins

President Roosevelt tells Senator Perkins that it is impossible for Secretary of War William H. Taft to do as Perkins suggests. The best way to work against the Chinese boycott of American goods is for organizations to push for the passage of legislation affording Chinese merchants and professionals, among others, the same treatment other nationalities would receive. While laborers can be kept out, Roosevelt insists that other travelers must have their rights guarded, and that any movement such as was started against the Japanese would be foolish.
