Ambassador White updates President Roosevelt on diplomatic events in France and elsewhere: White attended a dinner with several important French diplomats where Roosevelt was spoken of warmly and “Washington topics” were warmly recalled; a state visit from the King and Queen of Norway that was cordial except for one Swedish minister who was quite rude to the King at a reception; the state of relations between Japan and California; and the appointment of Thomas J. O’Brien as ambassador to Japan.

The American events in honor of General Rochambeau, the commander of French forces during the American Revolution, has revived “feelings of old and fraternal sympathies” in France. In return, a bust of George Washington is being sent to President Roosevelt. Rene Lacroix de Vimeur thanks President Roosevelt for the reception he received when visiting the United States in 1902. Letter from Jules Cambon to Theodore Roosevelt

Ambassador Cambon requests permission from President Roosevelt to recommend to the French government that Admiral Dewey and General Miles receive the Grand Officer Cross of the Légion d’honneur as a French tribute to the Army and Navy of the United States. He also mentions that the resolution for a Rochambeau statue has been referred to the appropriations committee.
