President Roosevelt encloses a letter from the Inland Waterways Commission following his request for a statement regarding the rights of Washington, D.C., and the federal government in relation to local and interstate waters. The Commission would like the statement to be expanded to cover the respective rights of states, people, and the government in other areas of the country. He instructs Attorney General Bonaparte to expand the statement as requested.

Samuel McCune Lindsay has enclosed a letter to Theodore Roosevelt containing facts he may want to know if he is able to accede to Lindsay’s request and write a letter to C. T. Lewis expressing his interest in Lewis’s investigation of prisons in Europe. Lindsay tells Frank Harper that if he will send him Roosevelt’s letter, he will make sure Lewis receives it.

Letter from Ethan Allen Hitchcock to William A. Richards

Secretary of the Interior Hitchcock instructs Commissioner of the Land Office Richards to provide a full statement of the actions taken in connection with the issuance of the Circular dated January 29, 1904. The statement should include the names of all Special Agents stationed in Wyoming at the time of the Circular, a list of the individuals who received the Circular, and a list of all notices sent to offending parties of the Act of February 25, 1885. Hitchcock also requests a full statement about whether or not the parties he has named have been reported to Richards as offenders against the Act.
