Secretary to the President Loeb encloses President Roosevelt’s letter to Mary Guinan and requests that Secretary of the Interstate Commerce Commission Moseley send the letter and medal once her medal of honor is ready. Also enclosed is a draft letter to Mr. Hagen and “the committee’s recommendations in both cases.”

Letter from Theodore Roosevelt to Mary Guinan

President Roosevelt informs Mary Guinan that under the provisions of “an Act to promote the security of travel upon railroads engaged in interstate commerce,” she is awarded a medal of honor for her actions on December 16, 1906 when she risked her own life to save an elderly man from being hit by a train. He encloses the medal.
