Although he is a Democrat, Quinby bravely sided with the Republican Party on the silver issue and supported William McKinley’s campaign. Everyone Barbour has encountered has confidence in President Roosevelt’s capabilities. He recently met with Puerto Rican delegates and assured them that Roosevelt would offer them rights in the future.

Governor Hunt believes the current form of government will succeed in Puerto Rico. He suggests several changes to the management of Puerto Rico; including establishing the office of surveyor-general in order to settle the matter of public lands, providing Puerto Rico with funding to improve the educational opportunities for children, establishing an agricultural experimental station, improving harbor access, establishing a naval station, and placing a tariff on coffee in order to protect the local coffee growers from cheaply imported Brazilian coffee.

A committee from the Chamber of Commerce of Puerto Rico will be visiting the United States and would like to meet with President Roosevelt. Governor Hunt cautions that there are Spaniards on the committee but they represent important business interests and are outside of politics. José Celso Barbosa and Sanchez Morales are reliable and were helpful in passing several pieces of legislation.

Charles H. Allen agrees that it is not the time to reorganize the Insular Bureau. At the request of Governor Hunt, Allen urges Secretary of State Hay to fill the vacancies in the executive council of Puerto Rico. A secretary and treasurer need to be appointed. Allen agrees with Hunt that William H. Elliott would be a suitable secretary.

Hunt is concerned about the vacancy on the Supreme Court of Puerto Rico and would like it to be filled soon. Overall, things are going well in Puerto Rico to improve conditions permanently.
