Letter from Laurence H. Grahame to Theodore Roosevelt

Commissioner of the Interior for Puerto Rico Grahame informs President Roosevelt that in light of a recent controversy related to Governor of Puerto Rico Regis Henri Post, the general consensus within Puerto Rico is that Post would not be confirmed for a second year as governor. Grahame privately puts his name forward to be considered as governor to replace Post, but affirms that if Post is reconfirmed as governor or Roosevelt chooses another appointee he will accept such a decision and will not do anything to embarrass the president.

Commissioner of the Interior for Puerto Rico Grahame informs Secretary of War Taft that the general consensus in Puerto Rico is that Governor Regis Henri Post would not be confirmed for another year as governor. Grahame puts his name forward for consideration should Post not be reconfirmed and asks that Taft recommend him as well to President Roosevelt. Grahame confirms that this letter and a similar one he sent to Roosevelt are the only steps he has taken on the matter.

James Biedzynski describes Governor General Theodore Roosevelt, Jr.’s tenure in the Philippines in the years 1932-1933. Biedzynski notes the difficulties posed by the onset of the Depression, and he highlights the effects of independence legislation that would unfasten the islands from American rule, most notably the loss of free trade with the United States. Biedzynski quotes at length from a letter Roosevelt wrote to Manuel Luis Quezon telling the Philippine president that the United States would not guarantee the islands’ independence.

Letter from William Henry Hunt to Theodore Roosevelt

Governor of Puerto Rico Hunt would like to be considered for the vacancy on the United States Court of Claims in Washington, D.C. He would also accept District Judge for Montana with the expectation that there would be a vacancy at the United States Circuit Court within a year or two. Hunt suggests that the embarrassments of selecting a new governor of Puerto Rico could be avoided by appointing Judge Henry C. Ide whose fitness and experience would be acknowledged by everyone. Appointing someone from outside Puerto Rico would create some disappointment but no one would be disgruntled. Hunt is interested in the annexation of Santo Domingo, Dominican Republic, and directs President Roosevelt to read Ulysses S. Grant’s arguments in favor of annexation.
