He notes that Catholics often seek political appointments and promotions on the grounds that they are Catholic more often than other groups.

President Roosevelt encloses communication between himself and Attorney General Charles J. Bonaparte regarding the Nashville and Chattanooga Railway for Booker T. Washington. Roosevelt has largely adopted the changes that Washington suggested, with a few exceptions. Roosevelt also notes that now all of the men he and Washington discussed when he first became President have been placed in office. He thanks and congratulates Washington on behalf of the people for recommending men of such high character. He hopes to see Washington on April 7 or 8.

President Roosevelt has considered the letters and telegrams written in support of Puerto Rico Governor Post, and reprimands him for the error stemming from Post’s address to a conference of school superintendents. Roosevelt believes that Post sincerely regrets his actions, and will send his nomination to the Governorship of Puerto Rico to the Senate, as his five years of otherwise commendable service as a public official should not be ignored.

President Roosevelt implores Republican State Chairman Lyon to suggest a different person than David A. Robinson for U.S. Postmaster at Dallas. He explains that Robinson will not have enough support to be confirmed as a result of the Civil Service Commission’s report that Robinson allegedly disclosed a list of employees of the Dallas post office to a Dallas County Republican politician, as well as the disapproval of senators, including Texas Senator Charles A. Culberson. Roosevelt explains that he cannot do anything else for Howe, since he has already given Howe two positions and Howe’s present rank is too low to elevate him to a brigadier generalship.

President Roosevelt informs Senator Gamble that Senator Alfred Kittredge strongly objects appointing Edward E. Wagner as United States District Attorney. As there seems to be little chance of getting them to agree, Roosevelt suggests that Gamble submit a name for the District Attorney and Kittredge submit a name for the Collector of Internal Revenue.
