John Revelstoke Rathom, managing editor of the Providence Journal, asks Douglas Robinson if he is currently, or has ever been, a stockholder in the new or old Panama Canal Company. Rathom has also put the question to Charles Phelps Taft, who has issued an explicit denial which will be printed by the Providence Journal.

He refers Rathom to a prior answer he gave to the Associated, United and Hearst Press Associations in which he denied any connection “with the so-called Panama Canal Syndicate.”

Rathom has asked Charles Phelps Taft the same questions. Robinson acknowledges receipt of Rathom’s question, and denies that he was ever a shareholder.

Secretary of the Navy Charles J. Bonaparte sends President Theodore Roosevelt a copy of the investigation report of the provision situation at the New York Yard. He also includes a copy of correspondence with the editor of the Providence Journal.

Secretary of the Navy Bonaparte criticizes Providence Journal editor Frederick H. Howland for his editorial saying Bonaparte was lenient on Paymaster George M. Lukesh. Bonaparte also rebuts the editorial’s accusation that President Roosevelt was complicit in this alleged leniency. Bonaparte says he and Roosevelt believed that Lukesh should not have been allowed to remain in the Navy, but says ultimately the court martial gave the toughest sentence they legally could.
