Assistant Secretary of the Navy Roosevelt introduces Andre M. Proctor, an Assistant Engineer on the USS Brooklyn and son of Civil Service Commissioner John R. Proctor, to John Hay. Both he and Edith Kermit Carow Roosevelt think highly of him. Roosevelt also believes Hay is fine in using the professional title “American Ambassador” instead of “United States Ambassador” when describing his current position.
