According to the news that has arrived in the Philippines, it appears that President McKinley will not recover, but Allen believes the country is fortunate that Vice President Roosevelt is available to accept the burdens of the presidency. Allen has been in the Philippines for around three years and has been thinking about his future. He hopes to succeed Colonel Mills as superintendent of the United States Military Academy and believes he would have General Corbin’s support.

Thomas Grindell delayed his trip to California, where he was going to begin the 1904 Roosevelt presidential campaign, after the attempted assassination of President McKinley. He encloses a clipping that involves Isaac Taft Stoddard, Secretary of Arizona Territory, and reports that U.S. Marshal Myron H. McCord said some “unkind things” when it appeared that Roosevelt would succeed to the presidency.

Hector Munro Ferguson was not sure whether a past matter was something to congratulate Theodore Roosevelt about or something that deserved condolences – perhaps referring to Roosevelt’s becoming Vice President – but continues to wish him luck in either case. Ferguson remembers Roosevelt’s family and his time visiting Harvard, and hopes to go there again. He does not follow the argument of Richard Harding Davis’s article in Scribner’s magazine. Ferguson also comments on the Boer War and the conduct of the British in South Africa.
