Benjamin Ide Wheeler is sure Senators George C. Perkins and Frank P. Flint will agree on confirming a highly regarded man as postmaster in Berkeley. Wheeler thanks William Loeb for his assistance, and explains that the current situation has been organized to benefit Representative Joseph R. Knowland at the expense of the federal government. Unfortunately, Wheeler has recently realized that Secretary of the Navy Victor Howard Metcalf was partially responsible.

Fourth Assistant Postmaster General Bristow, with the assistance of the District Attorney’s Office of the District of Columbia, is currently investigating charges connected to the Post Office Department. Due to their other important public duties, his office is finding it difficult to find the time necessary to prosecute these cases. President Roosevelt suggests detailing additional staff from the Department of Justice or hiring special assistants for the Post Office cases.

After meeting with the Cabinet, it was determined that Postmaster Warfield was wrong and should refund the money. Attorney General Knox is of the opinion that if the money is refunded there should be a suit brought against Warfield. President Roosevelt believes that Warfield acted in good faith and no further action will be required after the refund.

President Roosevelt asks United States Postmaster General Payne for all relevant information regarding the post office appointments in Lima and Napoleon, Ohio. He says that the local Republicans support the appointments of W. A. Campbell in Lima and Elmer Alton Palmer in Napoleon. Roosevelt thinks the appointments have been held up long enough and says would like to complete the appointments unless there is an excellent reason to the contrary.
