President Roosevelt introduces an enclosed letter summarizing the conclusions of the recent White House Conference on the Care of Dependent Children, and a program of its attendees. One conclusion was that Roosevelt should send each governor a copy of the proceedings for state governments to reference. While the proceedings are being published, Roosevelt sends these enclosures for immediate use. He hopes that the governors will actively promote the Conference’s cause. The names of the governors who received this letter are then listed.

President Roosevelt thanks Reverend Johnston for his letter. The incident that Johnston wrote about happened over a year ago and was an attempt to discredit Puerto Rico Governor Regis Henri Post. Roosevelt asserts that this was done because Post is “a good man,” not because he is a bad man. The Senate Committee, led by Senator Joseph Benson Foraker, investigated the allegations against Post and found no wrongdoing.

The Association is attacking William H. Taft for being a Unitarian and supporting Catholics and is also bringing up old accusations that Puerto Rico Governor Regis Henri Post was pro-Catholic.

Letter from Theodore Roosevelt to Herbert T. Wiltsee

President Roosevelt thanks Reverend Wiltsee for sending him the letter and drawing his attention to the enclosure. Roosevelt says that it is simply reviving “groundless falsehoods” about his renomination of Puerto Rico Governor Regis Henri Post a year ago. Post was approved in the Senate Committee without party divisions, and testimony stated that he treated Protestants fairly and well.

President Roosevelt tells Levi Gilbert that the matter he wrote about has been revived as a partisan issue with the aim of damaging William H. Taft. It deals with an incident that happened when Regis Henri Post was serving as Governor ad interim of Puerto Rico. Roosevelt points out that Post’s nomination was made on the recommendation of Episcopal Bishop James H. Van Buren, Protestant missionaries, the Catholic bishop, and other Puerto Rican officials. The nomination was sent to Senator Joseph Benson Foraker’s Senate Committee, and ultimately Post was confirmed by both the committee and the full Senate.

President Roosevelt informs Assistant Secretary of the Treasury Winthrop that the Puerto Rican House of Representatives unanimously passed a bill voting for an amicable settlement, but that the bill was defeated by the executive council, due almost entirely to its American members. Roosevelt asks Winthrop to take the matter up with Puerto Rico Governor Regis Henri Post, and wishes he could get Cabot Ward’s thoughts on the matter.

Roosevelt was particularly glad to get a quotation from Bishop William Ambrose Jones. He will take up the matter with Puerto Rico Governor Regis Henri Post and ex-Governor Beekman Winthrop, and will have Post meet with Philbin when he visits. Roosevelt is not sure why Ward did not raise the matter at lunch previously.

President Roosevelt submits his nomination of Regis Henri Post to be Governor of Puerto Rico. He sends a copy of the charges against him stemming from Post’s address to a conference of school superintendents in Puerto Rico, Post’s response, and letters from those involved with the case. Roosevelt informs Senator Foraker that he believes Post’s account of the events, and that he has been reprimanded. Roosevelt says that Post is a dedicated public official, and that despite his error, his record of service should not be ignored.

President Roosevelt describes his trip to Puerto Rico. They were greeted in Ponce by Governor Winthrop Beekman and Commissioner of the Interior Laurence H. Grahame then drove by car to San Juan. He describes the plants of the area as well as the character of Grahame and his wearing of a kilt. He comments on Edith Kermit Carow Roosevelt’s hatred of car rides. In a postscript, Roosevelt describes his welcome to Puerto Rico by various military members.
