Special Immigrant Inspector Robert Watchorn has investigated “the matter at Buffalo” and the report will be complete soon. The report will show that John R. De Barry has “stirred up all this commotion himself” and Commissioner General Powderly recommends De Barry’s removal from office. The investigation at Ellis Island has shown poor management by Assistant Commissioner Edward F. McSweeney with immigrants being “ill-fed, ill-treated, and robbed.” McSweeney has been protected by the civil service and influential friends. Powderly hopes that President Roosevelt will reserve judgment about McSweeney until the report has been completed.

If Cyrus Leland is not to receive the appointment because of his civil service record then Leland should be given the opportunity to refute the charges. William Allen White is confident that Leland is innocent. The appointment of Wilder Stevens Metcalf will be viewed as a personal victory for Senator Joseph Ralph Burton.

William Allen White cautions against the publication of a biography of President Roosevelt as Roosevelt’s “life is only beginning.” He suggests that if Roosevelt is the 1904 Republican presidential candidate a biography could be fuller and more valuable. White spoke with Cyrus Leland regarding the potential charges against Leland. He was pleased that Leland is comfortable standing by his record.

William Allen White writes to President Roosevelt and argues that if Cyrus Leland cannot convince the average American that the charges against him are false then he should not be appointed. In a postscript, White clarifies that Leland is a “clean man” and good citizen that has the support of White and his wife, Sallie White.

Judge Burnett conveyed President Roosevelt’s request to discuss Brooklyn, New York, affairs to Judge Thomas. Burnett has made inquiries regarding Postmaster Nelson and has found that he has “fomented factions and party antagonisms.”
