President Roosevelt sends Charles Erskine Scott Wood excerpts from a report by Francis J. Heney regarding former U.S. Marshal Walter F. Matthews’s conduct in connection with the land fraud trial in Oregon. The report shows that it was essential to remove Matthews to achieve justice in the case.

President Roosevelt tells Jacob A. Riis that he was “most favorably impressed by Captain John Flood during his time as New York City Police Commissioner. Roosevelt knows nothing about his career since he left the commissioner’s office, but says that while he was in the department, he watched Flood closely and had faith in his ability, integrity, and courage.
