President Roosevelt tells Jacob A. Riis that he was “most favorably impressed by Captain John Flood during his time as New York City Police Commissioner. Roosevelt knows nothing about his career since he left the commissioner’s office, but says that while he was in the department, he watched Flood closely and had faith in his ability, integrity, and courage.
