Letters from Ceferino Joven to the Executive Secretary to Governor General William H. Taft

Governor Joven responds to a request from Governor General Taft for a report regarding the tensions with the Catholic friars in his province. Joven encloses two letters he received from the municipal president of Lubao, Eugenio Fernandez. There is a great deal of animosity between the friars and the people of Lubao. Fernandez fears for the friars’ safety and cannot guarantee it if they choose to stay in the city. In the ten days that passed between Fernandez’s two letters, one friar died (naturally), a second returned to Manila, and a third was waiting to hear from the bishop.

The priest requests that the prohibition against ringing church bells early in the morning be lifted, to allow his parishioners to celebrate Christmas as they have been accustomed to do. Governor General William H. Taft responds by referring the issue back to the municipal authorities.

Arthur W. Fergusson affirms that the Municipal Council has the right to prohibit the burial of the dead within centers of population, and the Municipal Board of Health has the power to abate nuisances endangering public health. Fergusson is responding to arguments by a local priest in the Philippines that burials should continue as before, even in a cemetery that is full.

Letter from Luke E. Wright to Ceferino Joven

Acting Governor of the Philippines Wright urges Governor Joven to exercise his authority as provincial governor and investigate the complaint that has been filed against the Municipal Council of San Luis. The council is alleged to have refused to allow the assessment of buildings and land belonging to the Catholic Church, and to have ejected the parish priest from possession of those properties. If the municipal council has acted illegally, and if the parties refuse to restore the properties to the church, Joven must enforce the law.
