In Charles C. Myers’s own words, “In some parts of the island the water is very bad and drinking water sometimes has to be brought from a long way. This is a little raft going down the river with several barrels of water for some distant village.”
William H. Taft expresses disappointment with Bishop Frederick Zadok Rooker’s management of his diocese in the Philippines. Taft indicates the often conflicting Spanish, foreign, extreme American, and Filipino influences in the area. He hopes that through time the Bishop will change his approach.

Ronald P. Gleason discusses supply problems at various trade schools throughout the Philippines. Demand is high for these schools and several other locations have expressed interest and offered resources for establishing new schools. Gleason lists some of the requisitions for industrial supplies made by the industrial schools, as well as some commitments made by various areas in the Philippines for these schools.
