Governor Agudo Agbayani reports that the municipal council of Laoag, Ilocos Norte, Philippines, has attempted to cede the town’s cemetery to the local church. Agbayani believes that this action violates the municipal code. Governor William H. Taft confirms that the municipality must retain its property until judicial proceedings determine if the church is the proper owner.
