Report from Dean C. Worcester to Henry C. Ide

Dean C. Worcester, Secretary of the Interior of the Philippine Islands, reports to Governor General Ide on the fitness of Albert P. Wright for the position of Provincial Governor of Lepanto-Bontoc. Worcester recounts several personal interactions and second-hand stories, informing Ide that Wright, although knowledgeable and talented, has proven unfit for this or any other position due to severe alcoholism. Although Wright maintained sobriety while performing work for the government in the Philippines collecting for the Louisiana Purchase Exposition of 1904, he later became addicted to the local drink “tapuy,” wrecking his health and encouraging disruptive public drunkenness, including an embarrassing intoxicated encounter with then Governor General of the Philippines William H. Taft.

Letter from William H. Taft to Theodore Roosevelt

Secretary of War Taft forwards to President Roosevelt a letter from the Philippine Commission commending Major Lyman Kennon, who was instrumental in building a road that made Baguio City a useful resort. Though an infantry officer, Kennon was an engineer in charge of other important projects, as well, including the survey for the Pan-American Railway through Mexico and Central America.

Wood describes the skirmish with “a band of outlaws under Ali” as not a “cause for anxiety,” and Wright believes Wood is correct in his assessment. Wright also discusses the new government, money awarded for infrastructure, and an act abolishing slavery.

James Francis Smith, Secretary of Public Instruction, outlines paragraphs (e) and (f) of sections 43 and 45 of Act No. 82 to the Honorable Secretary of the Interior of Baguio, Benguet, Philippines. Smith explains that under section 43, a municipality can only derive income in four specific instances: taxation, services rendered, punishments, and property. Section 45 specifies “the income which the municipality may derive from its own property or from property in which it has an interest” and “gives no authority” to taxing those properties.
