Seligman is circulating copies of the pamphlet “Mr. Roosevelt and the Presidency, By A Spectator,” believing that it is the duty of Roosevelt’s friends to combat “unfair criticism.” Seligman also notes that he attended the funeral of Marcus Alonzo Hanna in Cleveland and hopes to visit Roosevelt in Washington soon.

Secretary of the Navy Moody returns Senator Marcus Alonzo Hanna’s letter requesting the discharge of George A. Coleman, ordinary seaman. Coleman’s leave expired September 30, and he has failed to report for duty. The Navy Department is still unaware whether Coleman has returned. Moody would like to help Hanna, but Coleman cannot be rewarded for overstaying his leave. After October 15, Coleman will be a deserter and the Navy Department can only punish him if he is captured.

Problems have arisen regarding the bids for a public building in Cleveland, Ohio. Senator Marcus Alonzo Hanna wants the contract to be awarded to Dall & Son as their bid states that the stone will be obtained from a fully developed quarry. However, Secretary of the Treasury Shaw believes the contract will have to go to Bradley & Son and the quarry they intend to use will be fully developed by the time the stone is required. Shaw encloses the letter he wrote to Hanna.
