Ambassador Meyer explains to Secretary of State Root that Prince Hohenlohe told him Czar Nicholas II will refuse any peace offerings from Japan that would require them to lose territory or pay war indemnities. The czar was also offended by Japan’s wishes concerning the Russian navy, claiming that these actions were intended to “humiliate Russia before the world.”

The Russian Consulate General is seeking references as to the character of Percy Kinnaird, author of the book The Legal Tender Problem. Kinnaird has given John Allison as a reference, and Allison writes President Roosevelt to alert him that he has in turn used President Roosevelt as a reference. Allison believes Czar Nicholas II has read the book and is behind the inquiry. Allison offers to send a copy of the book to Roosevelt if he would like.
