Letter from James Bronson Reynolds to Theodore Roosevelt

James Bronson Reynolds tells Theodore Roosevelt he received Roosevelt’s note from Helen Suydam Cutting Wilmerding. The case she is interested is in a different county, but Reynolds wrote with advice and suggestions regarding proper procedure under the circumstances. Reynolds is now in charge of the Complaint Bureau of the New York District Attorney’s Office determining the question of prosecution for all cases, though he tries to prevent criminal proceedings whenever possible.

President Roosevelt writes Senator Clark strongly recommending Alford Warriner Cooley for the position of Assistant Attorney General, and he encourages Clark to share this letter with the rest of the Judiciary Committee. Roosevelt writes that Cooley was suggested by Attorney General William H. Moody, and he is also favored by Secretary of the Navy Charles J. Bonaparte. Roosevelt outlines Cooley’s education and career, which includes time as judge for various courts in New York and Washington DC; positions at the Department of Justice; and a member of New York City’s Corporation Counsel. Roosevelt concludes that he doesn’t believe it “would be possible to obtain a better man for the place.”

Conkling lists issues such as the potential annexation of Westchester County as a sixth borough, the Catskill aqueduct, and the hours that city offices should be open. Conkling is against a proposed bill in the State Assembly that would make building owners responsible for fire safety measures.
