Letter from George Irving Skinner to William Loeb
William Loeb had sent a letter to Superintendent of Banks Clark Williams about a check allegedly drawn by President Roosevelt upon the Riggs National Bank. A memorandum from National City Bank indicates that the check was probably misappropriated, so Loeb has addressed the issue to the banking department of New York. First Deputy Superintendent Skinner has examined the check and endorsements and determined that as the only banks associated were national banks, Williams has no jurisdiction over the matter.
