President Roosevelt wants to personally thank A. Pappa, head pilot of the Suez Canal, for his part in helping bring the floating dry dock Dewey through the canal. Pappa’s judgment, knowledge, and ability was highly praised by Commander Harry Herbert Hosley.

Secretary of War Root encloses a New York Harbor Line Board report concerning the City of New York’s application for a pier extension along the Chelsea Improvement. He also encloses his endorsement and that of George Lewis Gillespie, U.S. Army chief of engineers.

The New York Harbor Line Board recommends denying an application from the City of New York to extend a pier in a section of the Hudson River. Brigadier General Gillespie, U.S. Army chief of engineers, concurs in the recommendation.

The Harbor Line Board recommends that the proposal to extend a pier head line in the Hudson River along the Chelsea Improvement be denied. This extension would not be in the public interest as it would “diminish the navigable capacity of the North River and be obstructive to navigation.” The proposal offers “no compensating advantages to the public at large.”
