The Region Two Office of the National Park Service analyzes the potential for a national park based around the North Dakota Badlands and Theodore Roosevelt’s Elkhorn Ranch site. They conclude that the North Dakota Badlands do not possess “resources of sufficient national significance to justify establishing a part of them as a national park,” and recommend that the area continue as a national wildlife refuge under the Fish and Wildlife Service.

Letter from Adèle Le Bourgeois Chapin to Theodore Roosevelt

Earl Grey, Governor General of Canada, would like to celebrate the 300th anniversary of Quebec by making the Plains of Abraham a national park and building an Angel of Peace statue there. He had noted to Adèle Le Bourgeios Chapin that he thinks it would be appropriate to get contributions from the United States, as the Plains of Abraham are part of its history as well. Chapin would like to ask Grey’s American friends to contribute to the statue’s fund, or perhaps even to give the statue as a gift, and asks President Roosevelt’s opinion on the advisability of this idea.

Letter from James Wilson to Ethan Allen Hitchcock

Secretary of Agriculture Wilson sends Secretary of the Interior Hitchcock copies of three reports regarding the proposed Lassen Peak National Park. While a satisfactory examination of all the points was not possible, the reports show the importance of the various sites and describe the major areas of interest. The Forest Officer who made these reports, Louis A. Barrett, recommended that these sites be made individually into National Monuments, rather than declaring the entire region a National Park due to the scattered nature of the sites, and the possible complications of declaring a National Park within a National Forest. Wilson therefore recommends that they be designated National Monuments as quickly be possible, which will protect the sites while also not precluding the creation of a National Park at a later date.

Letter from James Wilson to Ethan Allen Hitchcock

Secretary of Agriculture Wilson acknowledges receipt of Secretary of the Interior Hitchcock’s previous letter concerning the proposed Lassen Peak National Park. As Hitchcock requested, he has requested Chief Forester Gifford Pinchot to examine the region and make a report, which Wilson will forward to Hitchcock. Wilson is somewhat doubtful whether a national park should be created inside a forest reserve, and believes the goal of protecting the area could more economically be accomplished if President Roosevelt were to designate the area a national monument using the Antiquities Act of 1906.

Letter from Stephen Tyng Mather to Lewis Carrigan

National Park Service Director Mather thanks Lewis Carrigan, Secretary-Manager of the Northern California Counties Association, for his letter reporting the attitude of his organization regarding the Lassen Volcanic National Park. Mather explains that due to a lack of funding the Forest Service has been managing the park lands thus far, but mentions that the National Park Service has requested an appropriation of $5,000 for the park for the coming year. Mather is sure Lassen Volcanic National Park will be a compliment to other parks in the area, and is glad to hear about the support for the park that Carrigan reports.
