Memorandum detailing the history of Theodore Roosevelt Island beginning with the creation of the Theodore Roosevelt Memorial Association and the purchase of Theodore Roosevelt Island from the Washington Gas Light Company. The memo continues detailing the legislation passed with regard to the island, the engagement of the Olmsted Brothers to create a plan for development, the later legislation involving the permission granted to build a bridge over the southern tip of the island, and the retention of architect Eric Gugler and sculptor Paul Manship for the creation of a memorial. The memo concludes with a discussion of who will fund the memorial project and what legislation must be passed to move forward.

It states that the Roosevelt Memorial Association, later called the Theodore Roosevelt Association, will have full approval of development of the island and that access be provided to and on the island and that memorial or statue be built.
