President Roosevelt asks Acting Secretary of State Bacon if Mulai Abd al-Aziz IV, Sultan of Morocco could extradite Paul O. Stensland, who could then be taken into custody. Anticipating potential international complications, Roosevelt feels it best he be transported on a returning Army or Navy ship. Roosevelt regards Stensland as “one of the most obnoxious type of criminals” and will take any necessary measures to bring him to justice.

Secretary of War Taft forwards a message from Japanese Foreign Minister Jutaro Komura thanking President Roosevelt for working to find peace in the Japanese Russian conflict. The Japanese await the president’s return to Washington to contribute to a peace plan. Taft tells Roosevelt that Ambassador Kogoro Takahira seems to believe the Japanese government was being too cautious in their messaging regarding their wish to end the war, about the result of the Battle of Port Arthur, and about Roosevelt’s influence on the peace party. Taft also met with British Ambassador H. Mortimer Durand after Durand spoke to Lord Lansdowne, regarding British and French reaction after the First Moroccan Crisis. Taft also spoke to Durand about his conversation with German Ambassador Hermann Speck von Sternburg.

Assistant Secretary of State Loomis forwards a telegram from Minister to Morocco Samuel R. Gummere to President Roosevelt. Gummere reports on German Minister Bülow Bernhard’s support of Sultan of Morocco Mulai Abd al-Aziz IV’s resistance to French encroachments and the German government’s intention to aid in paying the French loans. The German Minister hopes the American government will cooperate with such a loan.

The State Department has no record of the letter. A new letter is being drafted to the Sultan and Assistant Secretary of State Loomis requests information on the previous letter that could be used as a guide.
