President Roosevelt asks if it is possible to give Frances Folsom Cleveland, the widow of former President Grover Cleveland, a pension. James A. Garfield and William McKinley both served in the army but their widows received a pension based more on their service as president. Roosevelt would like a similar arrangement for Cleveland.

President Roosevelt has received another large group of special pension bills. He has been assured by Commissioner Warner that the majority of these pensioners do not warrant being singled out for special bills and that the present arrangement rewards the “most clamorous” and not the most deserving. Roosevelt does not intend to take any immediate action but would like to meet with Senator McCumber and Warner to discuss these special bills and avoid a scandal.

He asks to meet with Representative Sulloway, as well as Warner and Senator Porter J. McCumber, to speak about the matter and come to a solution that will “avert a scandal.”

George von Lengerke Meyer enumerates the legislative history surrounding the pension of Lieutenant Henry E. Rhoades. Because of ambiguity surrounding Rhoades’s honorable discharge from the United States Navy due to a pre-existing disability, he has been paid a 50 percent salary, as opposed to a 75 percent salary owed to officers retired due to disability incurred in the line of duty. The Committee on Naval Affairs ultimately decides not to enact legislation favorable to Rhoades.

Letter from George W. Bennum to members of the Grand Army of the Republic

George W. Bennum asks members of every Grand Army of the Republic post in the United States to write to President Roosevelt and to their senators and representatives to pass the pension bill. Bennum encourages members to know the number of the bill as well as information about it so that members of Congress can find the bill. If passed, the bill will give honorably discharged soldiers of the American Civil War and their widows a designated amount of money a month.
