Wilbur S. Hinman received Assistant Secretary of the Navy Roosevelt’s letter with enclosures and attended to the mentioned matters. He sends an article with information about the USS Constitution. Hinman updates Roosevelt on Arthur L. Hanscom’s letter concerning Ichabod Cole’s discharge. He explains that Secretary of the Navy John Davis Long will decide Wilson’s case on Monday and will send Senator Henry Cabot Lodge’s letter to him.  Hinman will report tomorrow on the matters he did not have time to attend to.

Letter from Theodore Roosevelt to James Jeffrey Roche

Assistant Secretary of the Navy Roosevelt sends James Jeffrey Roche a memorandum listing the number of chaplains in the Navy by denomination. He explains that the president personally makes the appointments without regard to denomination or creed and that there are no quotas per denomination. As such, there is no injustice or discrimination in the appointments, and thus, there is nothing for the Navy Department to rectify.

Memorandum by George Albert Converse

George Albert Converse, Chief of the Bureau of Navigation, issues a memorandum responding to a prior memorandum by Commander Cameron McRae Winslow. While Converse agrees with the conclusions Winslow makes, he takes issue with several comments concerning the design of warships and alleging that line officers who would actually be captaining the ships had not been consulted in their design. Converse defends the method of designing ships upon the recommendations of the General Board, and does not believe it is necessary for Congress to intervene in the process, as the greater amount of time required for the process would exacerbate the danger of beginning construction on ships that are immediately outdated.
