Jacob G. Bunn provides a deposition regarding charges that he solicited money for campaign purposes while employed by the United States Post Office in violation of Civil Service Rules. Bunn denies the allegations that he solicited money, and says that while he had previously served as Chairman of the Finance Committee for the Ward Executive Committee of the Twenty-eighth Ward of Philadelphia, he was unaware that this was a violation of the Civil Service Rules. Once this violation was brought to Bunn’s attention, he immediately resigned from the Ward Executive Committee.

President Roosevelt advises Postmaster Clayton McMichael that he must follow the guidelines of the Civil Service Commission when filling vacancies at his post office and cannot refuse to appoint certified men unless he has a justifiable reason to do so. When McMichael recently rejected a large percentage of certified men, it created the appearance of injustice. In the future, McMicheal should keep a record of who was rejected and why so as to avoid suspicion.

An investigation at the Philadelphia post office found that three carriers had been transferred for political reasons and the postmaster failed to answer relevant questions. President Roosevelt has written to Postmaster Clayton McMichael directing him to restore the carriers to their original routes and drawing his attention to the civil service rules that require employees to answer all relevant and proper questions.
