President Roosevelt thanks Samuel W. Small and Mr. Howell for their aid. Roosevelt believes that Senator Francis Marion Cockrell and Senator James B. McCreary will support the Panama treaty. He has been surprised at the opposition in the Southern states and if it could be arranged he would retire from politics to get the treaty passed.

President Roosevelt is pleased to be named Honorary President of the American Peace and Arbitration League. He approves of the League’s “practical program for peace,” which involves both ensuring the nation has adequate defenses, as well as striving for arbitration of international disputes. Should Hayne Davis not continue as president of the League, he would like to see Senator James B. McCreary in that position.

Letter from Charles W. Fairbanks to Theodore Roosevelt

Vice President Fairbanks informs President Roosevelt that he spoke to Senator James B. McCreary, but he is so opposed to the treaty that it is of no use for the President to see him. However, McCreary is well disposed toward the President personally, and Fairbanks suggests Roosevelt show him some attention when it is convenient to do so.
