Postmaster General Wynne does not object to Representative Walter Preston Brownlow’s proposal that Brownlow and J. C. R. McCall be designated the referees for political appointments in Tennessee. In fact, the department is compelled to depend largely on Brownlow’s recommendations.

Postmaster General Wynne forwards to President Roosevelt a telegram regarding John L. Lancaster, who was recently appointed assistant postmaster at Jackson, Tennessee. Wynne notes that Lancaster is not a saloon-keeper, as described in the telegram, and that Representative Thetus W. Sims has notified the senders of the message of such.

President Roosevelt forwards to Acting Postmaster General Wynne a clipping stating that political assessments have been made against all postmasters in the Third District of Tennessee. Roosevelt instructs Wynne to send the circular of the Civil Service Commission to the postmasters, informing them that they may contribute as much or as little as they wish, without fear of repercussions. Roosevelt also tells Wynne to send copies of his letter to Robert S. Sharp, the congressional candidate for the Third District, and to the chairman of the Republican State Committee, J. C. R. McCall.
