President Roosevelt has received a copy of Luigi Melano Rossi’s book through Italian ambassador Edmondo Mayor des Planches, and thanks Rossi for sending it. He is looking forward to reading it.

President Roosevelt believes it was a mistake for the Commissioner of Immigration William Williams and Immigrant Inspector Richard K. Campbell to send papers for Giulio Cesare Montagna of the Italian embassy to sign. Italian ambassador Edmondo Mayor des Planches has protested the action. Roosevelt has therefore given instructions that “no money is to be collected from non representing foreign powers in a diplomatic capacity of any kind.”

Attorney General Bonaparte will not be able to attend the cabinet meeting scheduled for Friday. Bonaparte reiterates that in his annual report he did not make any suggestions of anti-trust or interstate commerce law changes outside a few minor procedural changes and believes it would be outside the jurisdiction of the Department of Justice to do so. Bonaparte has also asked Mary Grace Quackenbos to prepare a report on her charges of peonage against Orlando B. Crittenden to be delivered to the Italian government.

Acting Secretary of State Adee informs President Roosevelt that Italian Ambassador Edomondo Mayor des Planches referred to “the situation in Santo Domingo” in conversation today. Adee gave him the statement that Roosevelt directed him to make. Mayor des Planches said he was not aware of the Italian government having any intention to take action on the matter at present.

Secretary of State Hay encloses a translated note from Italian ambassador Edmondo Mayor des Planches requesting an audience with President Roosevelt, in order to present him with two books which are a gift from King Victor Emmanuel III of Italy.
