Letter form Theodore Roosevelt to Luke E. Wright

After further reviewing Secretary of War Wright’s letter about Captain John H. Parker’s report on machine gun services, and discussing the matter further with General James Franklin Bell, President Roosevelt has two suggestions. He would like to have Parker’s regulations reviewed by the General Staff. Roosevelt also suggests assigning two guns for each battalion. Attached memorandums detail the creation of machine gun units and battalions.

Telegram from Jacob Sleeper to William Loeb

Chargé d’affaires in Cuba Sleeper relays a message from the General Manager of the Western Railway to Secretary to the President Loeb that the Cuban rebels destroyed culverts, cut telegraph wires, and stopped several trains. The manager argues that since the Cuban government cannot protect their trains, they should stop train service west of San Cristóbal.

Letter from John H. Parker to William Loeb

John H. Parker describes the annexation of Cuba by the United States as inevitable due to its strategic location and suggests that the current state of affairs might present an opportunity for such an intervention. Parker considers it best to accomplish the goal diplomatically but acknowledges that the military might be used as a last resort. If direct intervention is not the desired goal at this time, Parker proposes that the United States government quietly provide military advisers to Cuban President Tomás Estrada Palma so that he can put down an uprising in Santiago and restore public order.

The rapid-fire republic

President Roosevelt fires a “Republic of Panama” machine gun with cartridges for each day of the week: “Mon. U.S. warship arrives at Colon,” “Tue. Republic proclaimed,” “Wed. U.S. Marines landed,” Thu. Panama asks for recognition,” “Fri. Recognition by U.S.,” “Sat. Call to form a government,” and “Sun.” The rest of the shells remaining in the magazine are all labeled with question marks.
