Roosevelt has been surprised at the negative reaction towards the negotiations to remove the friars from the Philippines and sell their lands. The friars are very unpopular in the Philippines, but the administration is finding it difficult to show that the negotiations are at the request of the Filipino Catholics. Roosevelt suggests that Secretary of War Root speak with Archbishop John Ireland on the issue and that Vice General of the Philippines Luke E. Wright collect statements from leading Catholics that support expelling the friars.

Assistant Secretary of the Navy Roosevelt does not disagree with Senator Lodge or Secretary of the Navy John Davis Long about the docks. He does not think Wilson can return to his old position just yet. Roosevelt updates Lodge on his difficulties with “the patronage” and some of the men from Pennsylvania, who complain about the wage increases for clerks. He discusses the “muss” of New York politics. In a postscript, Roosevelt shares that he heard that Winfield Scott Edgerly cannot be promoted to foreman except through a competitive examination. He recently spoke to Long about increasing the Navy.

Secretary of War Taft informs President Roosevelt that he has referred the letter and clipping from Josephine Shaw Lowell to Governor Luke E. Wright of the Philippines for his investigation and comment. Taft is sure the article is written by “one of those vicious-minded persons” who believe anything they are told by people who have left Manila, and who are biased against the government in the Philippines.
