Secretary of the Treasury Shaw states that the Treasury Department and the Bureau of Immigration will be liberal with the admission of individuals that may fall under the Chinese Exclusion Laws if they are attending the Louisiana Purchase Exposition. China has been invited to participate and the good faith of their participating citizens should not be questioned. Shaw assumes that the Department of Commerce and Labor will have the same policy.

Baron Takahira announced his government’s intention of sending Prince Arisugawa and his wife, Yasuko Maeda, to meet with President Roosevelt and attend the Louisiana Purchase Exposition. Secretary of State Hay attempted to explain Roosevelt’s policy of not inviting royalty to the exposition but eventually consented to informing Roosevelt of the Japanese government’s intentions.

Letter from Albert P. Wright to Theodore Roosevelt

Albert P. Wright, the chief minerals collector in the Philippines for the Louisiana Purchase Exposition in 1904, asks Theodore Roosevelt to write a note mentioning that he will see him during the Exposition. Wright intends to show the note to his boss, Dr. Niederling. Wright adds that U.S. troops in the Philippines are “acting the part of good citizens.” He mentions Roosevelt’s success in settling the Anthracite Coal Strike.

Gifford Pinchot highlighted two articles in the September 19, 1903, edition of the Salt Lake Herald. The first, “Modify the Land Laws Is Congress’ Decision,” describes the debates and resolutions of the National Irrigation Congress held in Ogden, Utah. The fiercest debate was over a proposed resolution that favored the repeal of the timber and stone act, the desert land act, and the commutation clause of the homestead law. Instead, the Congress resolved to press for “modifications in raid laws as will save the remaining public lands for actual settlers who will found homes and live upon said lands.” The second article, “Resolutions That Were Acted On By Congress,” summarizes the various issues that were discussed in the National Irrigation Congress.
