President Roosevelt asks Jacob A. Riis for “any scheme or outline” he might recommend for legislation regarding “tenant houses, children, sweat shops and the like,” which Roosevelt would like to propose in his message to Congress. Roosevelt would like to make Washington, D.C., a model city.
