President Roosevelt tells Secretary of War Taft that Major Lyman W. V. Kennon should be proud of the letter he wrote. Roosevelt hopes that Kennon’s letter, as well as his own letter praising Kennon, will be filed with Kennon’s papers.

Secretary of War Taft forwards to President Roosevelt a letter from the Philippine Commission commending Major Lyman Kennon, who was instrumental in building a road that made Baguio City a useful resort. Though an infantry officer, Kennon was an engineer in charge of other important projects, as well, including the survey for the Pan-American Railway through Mexico and Central America.
