F. H. Whitney is returning a letter from William Allen White in regard to the post office of Emporia, Kansas. Whitney informs George B. Cortelyou that the Postmaster General read this letter with interest.

William Allen White writes about the competition in the Republican primary in Emporia, Kansas. There was no real opposition to James M. Miller for Congress, just a small anti-Miller faction. White believes that if Miller appoints a good postmaster – and he has many good candidates from which to choose – the people will be satisfied. He also praises the work that President Roosevelt has done and predicts that Roosevelt will carry Kansas in 1904 if he runs.

William Allen White has received letters requesting that he return to Emporia, Kansas, to address a political issue, but he has been ordered by his doctors to “California and the Catalines.” He believes that the Emporia matter can be resolved if Representative Miller agrees to only make a recommendation for Mr. Wiggam and Mr. Ewing receives a reappointment.
