A conference was held to discuss the Mitchell-Kahn Chinese bill which has become objectionable to the Pacific Coast and labor interests due to several amendments. It was determined that all of the amendments recommended by the House Committee on Foreign Affairs would need to be opposed.

Wheeler also gives Roosevelt a summary of the candidates for the 1906 California gubernatorial race and relates how California schools are segregating Chinese, Japanese, and Korean students.

Gifford Pinchot drafts notes on President Wilson’s appeal for the return of a Democratic Congress in the 1918 midterm elections. Pinchot believes that Wilson’s interference is threatening the core principles of democratic government. He also notes that the Republicans have been leading, not following the administration’s war efforts, and that by returning a Republican Congress the American people would be showing their determination to fight through to “complete victory.”
