Theodore Roosevelt tells Benjamin F. Harris that while he is glad he spoke at Plattsburgh, New York, and at the Panama-California Exposition, he does not believe further speeches on preparedness will be useful this winter. If he were to accept any invitation to speak at a college, however, it would be the one offered by President Edmund J. James of The University of Illinois. Roosevelt hopes that Harris will visit him if he is ever in New York and says that he enjoyed the speech Harris sent him.

President Roosevelt informs U.S. Representative Cooper that he has asked Tulio Larrinaga, Commissioner from Puerto Rico, to speak with Cooper about the bill giving citizenship to the people of Puerto Rico. Roosevelt feels that it is indefinsible to not give them citizenship as “they are our fellow-citizens in fact and they ought to be so declared by law.” Roosevelt has recently appointed Larrinaga as delegate from the United States to the Pan American conference, explains his reasoning for doing so, and hopes for speedy action on the citizenship question so that Larrinaga can attend the conference as a full citizen.

Gross hopes to get trained agriculturist in all agricultural counties to assist farmers. Gross invites Roosevelt to join the advisory committee of the organization.

Gross explains that the United States currently does not produce as much agriculturally as Germany, England, and Denmark, and asserts that with more federal funds for agricultural instruction, this can be corrected.
