Richard C. Parsons has resigned his place as Second Secretary at Rome. Secretary of State Hay understands that President Roosevelt wants to appoint Leonard Moorhead Thomas. Hay says that he would recommend one of the third secretaries, but that they have been employed for too short a time to merit a promotion.

St. Clair McKelway was amused with the idea of “settling Manila matters in Rome” and provides some suggestions on how to handle the situation.

St. Clair McKelway writes to President Roosevelt regarding the proposed handling of the Manila problem in Rome. McKelway encourages Roosevelt to make the Vatican come to the United States and deal with the issues on American soil. Governor Taft is part of the delegation that will attempt to handle the situation. Rome regards the arrangement as an establishment of diplomatic relations between the United States and the Vatican. Mssers. Ireland and Gorman are preceding Taft’s delegation to tell the views of the American government.

Henry White thanks President Roosevelt for his consideration of White for an ambassadorship to Italy, thinking that he can be beneficial in this service because of his ability to speak Italian. White’s son Jack is going to Harvard for his examination and White hopes he goes into public service. White also writes about the painting of Roosevelt’s portrait by John Sargent. He thinks that Roosevelt was right not to let Alice Roosevelt go to London. White also discusses Danish policy. He finishes by noting his intention to visit in September or October.
