Letter from Olyntho de Magalhaes to Claudio Pinilla

Brazil and Bolivia are attempting to work out a treaty dealing with business concessions in the Acre Territory. Magalhaes, representing Brazil, is concerned that business interests will be given too much sovereignty and police powers. He argues that a section of the treaty that allows the commercial syndicate given the lease of the land under consideration will be able to set up their own defense force with boats to police the river. He wonders who this force would be accountable to. This group would, in effect, have more control than the Bolivian government.

President Roosevelt was omitted from the guest list for the celebration of Pope Leo XIII’s elevation to the pontificate and the beginning of his Silver Jubilee year. Crimmins believes that Roosevelt’s omission was accidental and notifies Roosevelt that since the Silver Jubilee extends until March 3 congratulatory letters can still be sent. He also suggests that Bishop McDonnell could convey a message as he will soon be traveling to Rome.

He offers to send summaries of the various blue books regarding the war and assures Roosevelt that Joseph Chamberlain’s statement that “never has such a [significant] effort been made to minimize the horrors of war” is justified.
