President Roosevelt enjoyed George Franklin Spinney’s letter which made him laugh and brought back memories. He then recounts to Spinney how Senator Joseph Benson Foraker “ate crow” over having to side with Roosevelt on an amendment therefore humiliating himself.

President Roosevelt has already written Alexander about his “inadmissible” proposition and now after receiving Secretary of State Hay’s telegram will write Alexander again since he has done this inadmissible thing. Roosevelt also asks Hay to advise whether an enclosed letter from Major Henry T. Allen could be published.
