Gregory A. Wynn chronicles the 2020 annual meeting of the Theodore Roosevelt Association (TRA) at the National War College (NWC) in Washington, D.C. Wynn highlights the difficulties encountered and overcome with carrying out the meeting in the midst of a pandemic, and he praises the staff of the NWC for employing technology to allow for online participation. Wynn notes the various panels and speakers, and he lists the winners of various TRA awards from book awards to the USS Theodore Roosevelt Junior Officer Leadership Award, the Bertha B. Rose Award, and a special TRA Medal of Honor for Public Service to James N. Mattis.

A major contribution to the literature on Theodore Roosevelt’s foreign policy

In his review of Henry J. Hendrix’s Theodore Roosevelt’s Naval Diplomacy, William N. Tilchin examines each of the seven chapters of the book, highlighting both the issues where he disagrees with Hendrix and praising him for “a well-crafted narrative account” of diplomatic milestones in Theodore Roosevelt’s presidency. Tilchin challenges Hendrix on the latter’s account of the Venezuelan crisis of 1902 – 1903, and he takes exception with one of the conclusion’s assertions, but he finds great value in Hendrix’s chapters on the Panama Canal, the Ion Perdicaris affair, the Treaty of Portsmouth, and Roosevelt’s transformation of the United States Navy. Tilchin’s review includes a number of references to prior works on Roosevelt’s diplomacy, highlighting the historiographical debates which have marked issues addressed by Hendrix.

Theodore Roosevelt, the Spanish-American War, and the emergence of the United States as a great power

William N. Tilchin argues that the Spanish-American War did lead to the United States becoming a global power, but he asserts that the most consequential result of the war was the elevation of Theodore Roosevelt as a war hero, a status that made his rapid rise to the presidency possible. Tilchin argues that the Spanish-American War provided the potential for the United States to become a world power, but that it took Roosevelt’s presidency and his actions, most notably enlarging the navy and creating a close working relationship with Great Britain, to realize America’s potential as a great power. Tilchin highlights some of the major accomplishments and episodes of Roosevelt’s presidency in the international arena such as the acquisition of the Panama Canal zone and diplomatic overtures to Japan.

Theodore Roosevelt and the Treaty of Portsmouth

William N. Tilchin examines why Theodore Roosevelt won the Nobel Peace Prize in 1906 for his mediation of the Russo-Japanese War. Tilchin asserts that Roosevelt had gained a great deal of diplomatic experience prior to the 1905 negotiations at Portsmouth, New Hampshire, including his work in acquiring the rights to build the Panama Canal. Tilchin also notes that Roosevelt had a sense of the larger geopolitical stakes at hand in the war; namely, preserving the balance of power in both Asia and Europe, and he highlights how Roosevelt deployed his friendships with Kentaro Kaneko of Japan and the United States Ambassador to Russia George von Lengerke Meyer throughout the negotiations.

Three photographs appear in the essay, including one of Roosevelt with the peace commissioners from Russia and Japan and one of Tilchin at the site of the treaty negotiations at the Portsmouth Naval Shipyard.

An inspiring and enjoyable weekend in Boston

William N. Tilchin provides a detailed look at the 2007 annual meeting of the Theodore Roosevelt Association (TRA) in Boston, Massachusetts. Tilchin notes the committee and leadership meetings of the TRA, and he highlights the field trips to the USS Constitution, Harvard University, and Portsmouth, New Hampshire. Tilchin’s account also covers the awards presented by the TRA, including the police award for Boston, the Bertha B. Rose Award, and the USS Theodore Roosevelt Junior Officer Leadership Award. Tilchin also notes the various speakers and the topics they addressed in different venues during the weekend meeting.

James F. Vivian reviews Moose Crossing, Max J. Skidmore’s history of the Theodore Roosevelt International Highway, and he laments, as does Skidmore, that the road better known as Highway 2 has few visible traces of the man for whom it was named. Charles Markis explains why the staff of Sagamore Hill National Historic Site created a children’s book for students who visit Theodore Roosevelt’s home, and he details the process of identifying the book’s theme, choosing illustrations, and publicizing the title. In a review of that work, Simply “Father”: Life with Theodore Roosevelt as Seen Through the Eyes of His Children, Natalie A. Naylor praises the layout and look of the work as well as its historical accuracy. The “Book Review” section closes with an announcement about the 2007 annual meeting of the Theodore Roosevelt Association and notes that Lowell E. Baier’s article about the Elkhorn Ranch from the Theodore Roosevelt Association Journal has been reprinted in the magazine of the Boone and Crockett Club.

Theodore R. Kupferman and Dorothy Horton McGee obituaries

Obituaries for Theodore R. Kupferman and Dorothy Horton McGee which examines their careers and community service, especially to the Theodore Roosevelt Association, which Kupferman headed as President and McGee served as a member of the Board of Trustees. Kupferman’s obituary highlights his brief political career, his tenure as a Justice of the New York Supreme Court, and his work with the Layman’s National Bible Committee. McGee is remembered as the Town Historian of Oyster Bay, New York, for her numerous books, and her love of sailing.

Eleven topics vie for attention in the “Reviews” section, including six book review essays, three of which are written by John A. Gable. Harry N. Lembeck revisits Jacob A. Riis’s 1904 biography Theodore Roosevelt the Citizen and finds it especially valuable for learning about Theodore Roosevelt’s tenure as Police Commissioner of New York City. Jeremy M. Murphy says that Eric Rauchway’s Murdering McKinley goes against the prevailing trend that sees Roosevelt’s progressivism as genuine, and he disputes Rauchway’s conclusions about the fate of the Socialist Party in the United States. Gable notes that James Chace’s 1912 makes no use of primary sources, but he recommends it “as a good place to start on the election of 1912.”

In his review of Daniel J. Philippon’s Conserving Words, Edward Renehan focuses on Roosevelt, his writings about hunting and ranching in Dakota, and his founding of the Boone & Crockett Club. Gable notes that John P. Avlon identifies Roosevelt as a model centrist in his Independent Nation, and he says that Richard D. White’s Roosevelt the Reformer provides a biography of Roosevelt during his years as a Civil Service Commissioner. The section also has an excerpt from the writings of Douglas Brinkley, notes the passing of Edward Wagenknecht, author of The Seven Worlds of Theodore Roosevelt, and announces that the 2004 meeting of the Theodore Roosevelt Association (TRA) will be held in Portland, Oregon. An article on the vice presidential candidates in the election of 1904 and two letters to the TRA praising its journal close out the section.

Twelve books compete for space and attention in this crowded edition of the “Book Reviews” section which includes four feature reviews, two brief children’s book reviews, and notices about six other titles. Matthew Glover counters some of the assertions made by Louis Auchincloss in his Theodore Roosevelt by citing the work of historian John Milton Cooper. John A. Gable provides profiles of Alice Roosevelt Longworth and Eleanor Roosevelt, the subjects of Linda Donn’s The Roosevelt Cousins, and he notes the outsize influence that Theodore Roosevelt had on the extended Roosevelt clan. An anonymous review of Theodore Roosevelt, the U.S. Navy, and the Spanish-American War lists the nine chapters that resulted from a conference of the same name, and it notes some of the authors’ ties to the Theodore Roosevelt Association. 

 

Gable identifies four themes found in the ten essays that make up European Perceptions of the Spanish-American War of 1898, including most European nations’ hostility to the United States in the conflict, and he emphasizes the role played by the Roosevelt Study Center in fostering the emergence of a cohort of European scholars of American history. Two books aimed at children are reviewed in the “Kids Corner” section, and “Other New Books” highlights six titles published in 2001-2002, including new paperback editions of the Roosevelt biographies written by Edmund Morris and his wife Sylvia Jukes Morris.

A visit to Sagamore Hill National Historic Site by Governor George E. Pataki of New York and Senator John McCain of Arizona leads off this edition of the “News & Notes” section which also covers the 2002 Theodore Roosevelt Association (TRA) Police Award for New York City, and the opening of an exhibit, “The World of Theodore Roosevelt,” at the Nassau County Museum of Art. The section summarizes some of the material found in the front half of the issue and acknowledges the work of historians who are also members of the TRA, and it notes that the issue is dedicated to historian Stephen E. Ambrose.

 

Five photographs supplement the text, including two of McCain and one of Mount Rushmore National Memorial, and two text boxes publicize the work of the TRA.

Budner as President of the TRA, the address of William N. Tilchin, and the conferring of the Junior Officer Leadership Award for the aircraft carrier USS Theodore Roosevelt. Jesse Shapiro, winner of the TRA Public Speaking Contest for the New York City public schools, also addressed the dinner gathering. 

 

Eight photographs of some of the assembled guests, speakers, and dignitaries, including four commanders of USS Theodore Roosevelt, populate the report.
