President Roosevelt discusses a letter written by Frederick William Holls, which was read by Secretary of State John Hay and Assistant Secretary of State Francis B. Loomis. Roosevelt found the letter too amusing to be annoyed by it, noting that Hay remarked that he was about as likely to do what Holls feared in Roosevelt’s absence as he was to make Mormonism the state church.

Republican National Committee Chairman Cortelyou writes to President Roosevelt to advise him that Simon Wolf thinks he can do more for the Republican Party than Cortelyou believes he can and that he stirs up antagonism. He also tells Roosevelt that he is holding “the Hay correspondence about the Jews with Nathan Bijur, Dr. Blaustein, and others…to be given out at just the right time.”

Arbitration for pecuniary claims

Text of a treaty of arbitration for pecuniary claims signed by delegates from multiple American countries at the Second International Conference of American States. President Roosevelt submits the treaty to the Senate for advice, consent, and ratification. Roosevelt includes Secretary of State Hay’s comments on the treaty.

Letter from Henry Cabot Lodge to Theodore Roosevelt

Senator Lodge tells President Roosevelt that he visited Wayne MacVeagh. MacVeagh had spoken with General Rafael Reyes of Colombia and was in receipt of a new draft memo detailing terms for a treaty and asking the United States to work to reunite Panama and Colombia. Overall, Lodge thinks that the memo offered a reasonable basis for negotiation, and while it may not lead to anything it may be worth following up on to show that the United States has made an effort. Lodge also suggests a future meeting between Secretary of State John Hay and Reyes.
