Ormsby McHarg’s report confirms to President Roosevelt that Acting Territorial Governor of New Mexico James W. Raynolds must be removed from his post. Roosevelt believes that Henry P. Bardshar, who was a Rough Rider with him in Cuba, is an honest man. Roosevelt will write to George Curry about putting Bardshar in Raynolds’s place.

Territories of Hawaii and Alaska in the Progressive Party, linked to the use of Territorial delegates to “smash” the Republican Party, referring to the Republican National Convention’s nomination of President Taft. However, Roosevelt believes that sentiments will be fixed for the Territories.

President Roosevelt tells Levi Gilbert that the matter he wrote about has been revived as a partisan issue with the aim of damaging William H. Taft. It deals with an incident that happened when Regis Henri Post was serving as Governor ad interim of Puerto Rico. Roosevelt points out that Post’s nomination was made on the recommendation of Episcopal Bishop James H. Van Buren, Protestant missionaries, the Catholic bishop, and other Puerto Rican officials. The nomination was sent to Senator Joseph Benson Foraker’s Senate Committee, and ultimately Post was confirmed by both the committee and the full Senate.

Hagerman may need to replaced. He wishes David M. Goodrich lived in New Mexico so he could be appointed, and asks Commissioner of Corporations Garfield to look into the record of John M. Wilson as a potential candidate, while investigating the current governors’ malpractices.

President Roosevelt has recently spoken with a number of people regarding the Panama Canal Zone, and while he feels that Chairman of the Isthmian Canal Commission Theodore P. Shonts and Chief Engineer John F. Stevens are too hard on Governor Charles E. Magoon, it may still be best for Magoon to be reassigned elsewhere. He tells Secretary of War Taft that he is inclined for Shonts to take the role of administrator himself, as long as Taft deems such a thing wise. That being said, he also would like William Franklin Sands to be appointed minister in spite of opposition from Shonts and Stevens, as he would better be able to work with foreign governments. In a postscript, Roosevelt also refers Taft to some letters he received from Francis B. Loomis he would like him to look into, as well as an editorial he would like Stevens to comment on.

President Roosevelt tells Representative Wanger that he is not sure whether the government will replace Charles E. Magoon, Governor of the Panama Canal Zone, with another person. If such a change is made, Roosevelt believes it would be unwise to appoint a member of the House of Representatives in his place.

Now that William Henry Hunt has accepted the judgeship, President Roosevelt would like to name Hunt’s successor as Governor of Puerto Rico as soon as possible. Of the four officials who have been recommended to him, Roosevelt believes Regis Henri Post to be the most suited for the position but fears naming him would cause “much heartburning and dissatisfaction” among the other candidates. Since Roosevelt is unwilling to promote anyone currently in Puerto Rico, he would like to appoint Beekman Winthrop, who was recommended by Secretary of War William H. Taft.

George Robert Carter believes current Hawaii Governor Dole would be an excellent judicial appointment. He offers his own services and says Roosevelt “may command such ability as I possess in any honorable way.” If Roosevelt were to appoint him governor of the islands, Carter believes he would need several changes in the current administration.
