Special Immigrant Inspector Robert Watchorn has investigated “the matter at Buffalo” and the report will be complete soon. The report will show that John R. De Barry has “stirred up all this commotion himself” and Commissioner General Powderly recommends De Barry’s removal from office. The investigation at Ellis Island has shown poor management by Assistant Commissioner Edward F. McSweeney with immigrants being “ill-fed, ill-treated, and robbed.” McSweeney has been protected by the civil service and influential friends. Powderly hopes that President Roosevelt will reserve judgment about McSweeney until the report has been completed.

Records indicate that Agent C. P. Mathewson of the Winnebago Agency, Nebraska, is a good agent without any charges on file. Edward Rosewater complained about Mathewson because he would not recommend a change in the agency’s Indian tradership. The traders were investigated and found to be creditable. Rosewater’s complaints are politically motivated.

He believes an experienced inspector such as De Barry will be much more useful at a border station then in Buffalo. Special Immigrant Inspector Watchorn has been sent to Buffalo to interview those that protested De Barry’s transfer and report fully on the facts of the case.

Acting Governor of the Philippines Wright urges Governor Joven to exercise his authority as provincial governor and investigate the complaint that has been filed against the Municipal Council of San Luis. The council is alleged to have refused to allow the assessment of buildings and land belonging to the Catholic Church, and to have ejected the parish priest from possession of those properties. If the municipal council has acted illegally, and if the parties refuse to restore the properties to the church, Joven must enforce the law.

Tynberg submits an account of one of his transactions and urges President Roosevelt to discuss the issue with Special Agent J. C. Cummings and to address the problems.

William C. LeGendre read an article by William Nivison Wilmer about potential presidential candidates and he concluded in favor of President Roosevelt’s candidacy. However, Wilmer had issues with the pension question and LeGendre suggested to him that Roosevelt’s record shows that he would be capable of starting an investigation of the pension issue.
