William Allen White has not been feeling well and has been traveling between California and Kansas. He says not to trust Frank P. MacLennon, who will claim to be a friend of White’s. White believes that the appointment of Eugene F. Ware took ten years off his life. He tells George B. Cortelyou to “kill any telegram” that he sent in a “thoughtless moment.”

Russell B. Harrison is strongly against the appointment of Colonel Walker to the post of Pension Commissioner, saying that he is viewed as a perpetual seeker of office. He believes that Walker would bring discredit to the Roosevelt administration like Corporal Tanner did to the Benjamin Harrison administration. Harrison believes that the business interests believe that too many pensions are being passed for old soldiers. He also has a low opinion of the War Department and believes new personnel are required. He believes the War Department needs a “Roosevelt Man” unattached to the McKinley administration.

John Edward Addicks reports on the Republican situation in Delaware. L. Heisler Ball had the support of the Union Republicans and was elected with the understanding that Addicks would be able to make the federal appointments if Ball were endorsed. Ball has now lost support and Republicans are bolting from the party. Addicks holds President Roosevelt responsible for dividing the Republicans in Delaware.
