President Roosevelt congratulates Captain Gleaves on his successful trip and finds it interesting that Germany was friendlier than England. He apologizes for being unable to stop and visit Newport, Rhode Island, although the president was interested in what Gleaves wrote about mines and torpedoes.

President Roosevelt thanks Albert Gleaves for his recent letters and enclosure, and hopes he will see him before he goes west. He is happy for the information about torpedoes and for the “rather uncomfortable matter” regarding double hoists. He sends his wishes to Gleaves’s wife.

Albert Gleaves writes President Roosevelt to say goodbye, as he is leaving Newport for Puget Sound. He has orders to report to the St. Louis, but Admiral John Elliott Pillsbury has transferred him to the Charleston after July 1.

Naval Commander Gleaves details his recent European trip during which he purchased fifty up-to-date torpedoes, which will begin arriving in December. He learned much about mines while observing a field trial conducted off of Marseille, France. Roosevelt’s letters to the various ambassadors made Gleaves’s movements around Europe easier, especially in Berlin where he was permitted to tour the torpedo factory. Unlike England, Gleaves reports a “friendly feeling for the United States” in Germany. Gleaves hopes Roosevelt can tour the Torpedo Station after speaking at Provincetown.
